Only the following categories of passengers will be allowed entry to Colombo:

Sri Lankan citizens
Dual citizens using Sri Lankan passports
Resident Visa holders Only
Indian Tourists only
Business visa holders
Sri Lankan seafarers

Procedures in relation to tourists traveling via Sri Lanka tourism

Tourists arriving via Sri Lanka Tourism are allowed to move between Safe & Secure Certified Level 01 hotels in a Bio-Secure Travel Bubble and are allowed to visit approved cultural and heritage sites.

Pre-Departure Requirements in general for all passengers -

Proof of Vaccination (Certificate) – After 14 days period has lapsed

The certificate must be English or certified copy in English for any information on the original which is not indicated in English.
The certificate must have the name of the vaccine and the dates of vaccination.
Other verifiable evidence of vaccinations, including electronic verification.
Children between the ages of 12 to 18 years, who have taken at least a single dose of a recognized vaccine for COVID-19 and completed 14 days after vaccination will have the same privileges as a fully vaccinated person

OR

Past History of Covid 19 Infection

Travelers with a history of COVID-19 positive infection, which was detected between 7 days to 6 months, with at least a single dose of two-dose vaccine, and departing after 14 days of vaccination. however, must carry evidence of a previously positive COVID-19 test report.

OR

Pre-departure Covid-19 Test

PCR test is done within 72 hours prior to departure or Rapid Antigen Test report within 48 hours (applicable to 12 years and above in age).
The PCR test result (negative) shall be in English or a certified translation of the document/test report with the original.

Health Declaration Form

Duly completed Health Declaration Form to be handed over to the Health Officer at the airport.
Separate Health Declaration Forms for each child accompanying the traveler.

Post arrival requirements -

1. Fully Vaccinated Passengers

For all fully vaccinated passengers (above 18 years of age) who arrive in Sri Lanka (All recommended doses of vaccination have been taken and 14 days have passed since the last dose of the vaccination till the date of arrival in Sri Lanka) shall be released from the airport without a Day 01/Arrival PCR test and no further Quarantine requirements.
Non-vaccinated children (below 18 years of age):

Children of Tourists or Foreign National Parents:

a. Passengers (age 12 to 18) to obtain a PCR Test on Day 01/Arrival from:

The Ministry of Health Approved laboratory at BIA Katunayake or,
A Quarantine Hotel; or,
A Safe & Secure Level 1 Hotel

b. If the Day 01/ Arrival PCR Test is Negative, shall be released with their parents without further Quarantine.

Children of Sri Lankan/Dual Citizens/Resident Visa holder parents

a. Passengers (age 12 to 18) to obtain a PCR Test on Day 01/Arrival from:

The Ministry of Health Approved laboratory at BIA Katunayake; or,
A Quarantine Hotel; or,
A Quarantine Centre (Sri Lankan & Dual Citizens); or
A Safe & Secure Level 1 Hotel

b. If the Day 01/ Arrival PCR Test is Negative, shall be released with their parents without further quarantine.

c. Unvaccinated children below 12 years whose parents are fully vaccinated shall be released with their parents for home quarantine.

2. Non-Vaccinated Passengers or not received the recommended doses of the vaccination

a. The quarantine period for all Non-Vaccinated passengers entering Sri Lanka shall be a total of seven (07) Days at a Quarantine Centre/ Quarantine Hotel/ Safe & Secure Certified Level 1 Hotel depending on the travel category.

b. Tourists & Foreign Nationals –

c. Sri Lankan/ Dual Citizens/ Resident Visa Holders –

a. Passengers (Age 12 & above) to obtain a PCR Test on Day 01/Arrival from:

i. The Ministry of Health Approved laboratory at BIA Katunayake; or,

ii. A Quarantine Centre (Sri Lankan Citizens & Dual Citizens); or,

iii. A Quarantine Hotel; or,

iv. A Safe & Secure Level 1 Hotel

b. Quarantine for 7 days at:

i. Home; or,

ii. A Quarantine Hotel; or

iii. A Quarantine Centre (Sri Lankan & Dual Citizens); or,

iv. A Safe & Secure Level 1 Hotel

c. If the Day 7 PCR Test/Rapid Antigen Test is Negative, shall be released from Quarantine on Day 7.

3. Passengers arriving in Sri Lanka less than 14 Days of completion of recommended doses of vaccination

a. Tourists & Foreign Nationals –

a. Passengers (Age 12 & above) to obtain a PCR Test on Day 01/Arrival from:

i. The Ministry of Health Approved laboratory at BIA Katunayake; or,

ii. A Quarantine Hotel; or,

iii. A Safe & Secure Level 1 Hotel

b. Quarantine until completion of 14 Days of the final dose of vaccination OR completion of 07 days from the date of arrival in Sri Lanka; whichever comes first at:

i. A Quarantine Hotel; or,

ii. A Safe & Secure Level 1 Hotel

c. If the PCR/ Rapid Antigen Test is Negative on completion of 14 days of the final dose of vaccination OR completion of 07 days from the date of arrival in Sri Lanka; whichever comes first, shall be released from Quarantine.

b. Sri Lankan/ Dual Citizens/ Resident Visa Holders –

a. Passengers (age 12 & above) to obtain a PCR Test on Day 01/Arrival from:

i. The Ministry of Health Approved laboratory at BIA Katunayake; or,

ii. A Quarantine Centre (Sri Lankan Citizens & Dual Citizens); or,

iii. A Quarantine Hotel; or,

iv. A Safe & Secure Level 1 Hotel

b. Quarantine until completion of 14 Days of the final dose of vaccination OR completion of 07 days from the date of arrival in Sri Lanka; whichever comes first at:

i. Home; or,

ii. A quarantine Hotel; or,

iii. A Quarantine Centre (Sri Lankan Citizens & Dual Citizens); or

iv. A Safe & Secure Level 1 Hotel

c. If the PCR/ Rapid Antigen Test is Negative on completion of 14 days of the final dose of vaccination OR completion of 07 days from the date of arrival in Sri Lanka; whichever comes first, shall be released from Quarantine.

Additional Quarantine Note –

All passengers will be transported by Government Authorities or the relevant Hotel Management from the Airport to the place of Quarantine. (Designated Quarantine Hotel/Safe& Secure Certified Level 1 Hotel/Government Quarantine Centre).
If transferring from quarantine to home residence for home quarantine or hotel transfer (Fully Vaccinated Foreign Passport Holders), passengers must adhere to Ministry of Health Guidelines in force and shall not use any public transportation (bus service, trains, etc.).
After discharge/free from quarantine, passengers will be free to organize their own transport arrangements.

Indigo

Process for to those traveling as Tourists who are Sri Lankan Passport Holders or Foreign Passport Holders who have been Fully Vaccinated or Not Vaccinated

Fully Vaccinated

Customers under this category are required to have a valid tourist visa and must be applied online through eta.gov.lk
Customers under this category require no approval from the Ministry of Health, Ministry of Foreign Affairs, or the Civil Aviation Authority to Enter Sri Lanka
Customers must carry a negative PCR certificate in printed form, from a government-approved laboratory in India (ICMR) or a certified designated laboratory which is available on https://www.icmr.gov.in/issued no more than 72 hours or a negative Rapid Antigen Test issued no more than 48 hours before departure of the last direct flight to Colombo. The certificate issued shall be duly signed and/or stamped by relevant authorities and must have a QR code on it. Handwritten certificates shall not be permitted. 72Hours or 48Hours is calculated from the time of sample collection respectively.

OR

Customers are required to be in possession of a final vaccination certificate (should have completed 2 weeks after receipt of the recommended dose) of any covid-19 vaccine showing proof of being fully vaccinated at both departure and arrival airports

OR

Customers with a past history of Covid-19 infection where the infection was detected between 7 days to 6 months before the date of departure with at least a single dose of a two-dose vaccine shall also be exempted from pre-departure RT-PCR or RAT test. They are mandatorily required to carry verifiable evidence of a previously positive Covid-19 report.

Fully vaccinated customers of all age groups shall not be required to undergo a PCR test on arrival
Non vaccinated children under the age of 12 years shall be exempted from on arrival PCR testing
Non vaccinated children of 12 – 18 years shall be required to undergo a PCR test on arrival

Not Fully Vaccinated – Customers who have not taken both doses of the vaccine or not completed 14 days after receipt of the final dose is considered not fully vaccinated

Customers under this category are required to pay for mandatory COVID 19 insurance, PCR tests and obtain a tourism reference number which shall be required to apply for the visa have a valid tourist visa and must be applied online through visitsrilanka.gov.lk

Customers upon arrival shall be required to undergo a 1-day mandatory Quarantine at a Quarantine Centre/Quarantine Hotel/Or a Safe & Secure Level 1 and an RT-PCR test
If Arrival PCR is negative, customers shall be allowed to other Safe & Secure Certified Level 1 Hotels in a bio-secure travel bubble and visit the Tourist site
If tourists staying in Sri Lanka for less than 14 days, a second PCR test will be done only if required for further travel
Exit PCR Test report shall be made available to the tourist on Day 14, prior to release from Quarantine, if the tourist stays more than 14 Days in Sri Lanka and is free from quarantine restrictions
If the 14 day period from the final dose of the vaccine is achieved whilst in Quarantine:- the traveler can be released from Quarantine after a negative PCR test result taken on Day 14 from the time of the final vaccine dose

Process for minors (below the age of 18 years) and caretakers of children or passengers with special needs

Customers below the age of 18 years who have obtained at least 1 dose of recognized vaccines and have completed two weeks shall be considered fully vaccinated and be exempted from pre-departure PCR and RAT requirements
Customers below the age of 12 years are exempted from the pre-departure covid test
Customers below the age of 2 (infants) years are exempted from the day 1 covid test conducted upon arrival in Sri Lanka
If the children continue to be quarantined at an institution (Quarantine Hotel/Quarantine Centre/ Safe & Secure Certified Level 1 Hotel), Children below 12 years of age will be exempted from the Day 01 arrival PCR test
Children between the ages of 12 to 18 (Teenagers) shall undergo a COVID19 PCR Test within 24hrs of their Arrival in Sri Lanka
All children above the age of 2 years shall undergo the Exit PCR Test before being released from Quarantine

Process For Seafarers

Foreign national seafarers or Sea Marshals shall obtain approval from the Foreign Ministry to enter the country and shall be quarantined In an Isolation Centre (used to quarantine Seafarers / Sea Marshals)
Sri Lankan seafarers/ sea marshals who intend to board a vessel shall be quarantined in an isolation Centre
Sri Lankan Seafarers / Sea Marshals who do not Intend to board a vessel but Intend to enter the community shall undergo quarantine In a Quarantine Hotel / Government Quarantine Centre as per regulatory directives. They are not permitted to enter the country through the Sri Lanka Tourism route
All Seafarers / Sea Marshals arriving via seaports shall adhere to the provisions of Standard Operating Procedures for seaports Issued by the Ministry of Health
Fully vaccinated Sri Lankan seafarers/ Sea Marshals arriving via airports shall undergo quarantine In an Isolation Centre (used to quarantine seafarers) / Quarantine Hotel /Government Quarantine Centre/ 5afe & Secure Certified Level 01 Hotel until the negative report from the arrival Day 01 PCR test is available
If the on-arrival PCR Test (Day 01) is negative, no further quarantine is necessary for "Fully Vaccinated" seafarers/ Sea Marshals
The officer in charge of the isolation centre shall verify the vaccination status of the seafarer/ Sea Marshals and shall issue a discharged document. All seafarers/ Sea Marshals shall immediately inform the area MOH by telephone or email, soon after their arrival to their residence/ home

Insurance Requirements

All Foreign National Passport Holders must have travel insurance for at least USD 50,000 including cover for hospitalized treatment for Covid-19 infection. The period of stay in Sri Lanka and additional 14 days should be covered by the insurance. This is irrespective of vaccination status

For customers from Colombo to India

Eligibility to travel to India: Indian nationals and Nationals of Bhutan and Nepal; All Overseas Citizens of India (OCI) cardholders and Person of Indian Origin Cardholders holding a passport of any country, and Nationals/Residents of Sri Lanka (including diplomats) and foreigners (including diplomats) intending to visit India for any purpose (including their dependents on the appropriate category of dependent visa) except those on Tourist Visa

As per extant government regulations, customers are permitted to travel to India from the United Kingdom only on a direct flight. Customers shall not be allowed to travel to India through a transit airport of another country. Hence, all customers traveling from the United Kingdom to India via any other/ third country from where IndiGo operates its flight to India, shall not be permitted to undertake travel on such IndiGo operated flight. All liabilities, penalties, costs, losses arising out of such refusal of carriage by IndiGo or proposed travel, shall be borne solely by the customer
